Abstract
This thesis investigates whether Thailand’s military government played a decisive role in setting a new course for national energy policy, culminating in the Thailand Integrated Energy Blueprint (TIEB). Using a case study design, the research proceeds in three steps. First, it outlines the historical and political context of Thailand’s institutional development, including the military coup and the installation of the National Council for Peace and Order (NCPO) as the governing administration. Second, it reviews Thailand’s energy situation and future challenges, tracing the historical paths that led to the creation of TIEB. Third, it applies three analytical tools from historical institutionalism—a perspective that examines how institutions and past decisions shape current policies—to assess whether a link exists between the military government and TIEB, and, if so, how strong that link is.
