Abstract

This thesis examines Arctic exceptionalism—the idea that the Arctic has remained a space for cooperation despite global tensions—through the lens of the Russia–Ukraine conflict. It compares developments after the 2014 Ukraine crisis with those during the current war to see whether similar patterns emerge in Arctic security and collaboration. By identifying parallels, the study considers what they might suggest for future tensions and cooperation in the region, which some describe as a new Cold War in the Arctic.
