Abstract
Denne afhandling undersøger, om sociale beskyttelsesstrategier med fokus på menneskelig udvikling kan fremme inklusiv udvikling, med Mexicos sociale bistandsprogram Oportunidades som case. Med Amartya Sens kapabilitetstilgang som analytisk ramme vurderes, hvordan programmets udformning og gennemførelse hænger sammen med forbedringer i centrale velfærdsdimensioner, især ernæring, sundhed og uddannelse. Casestudiet peger på fremskridt på både nationalt og lokalt niveau efter programmets indførelse, med særligt positive effekter for landbefolkningen og for kvinder, hvilket indikerer mere inklusiv udvikling. This thesis examines whether social protection strategies that focus on human development can promote inclusive development, using Mexico’s Oportunidades social assistance programme as a case.
