Abstract
This thesis examines how the European integration process can be combined with local Latin American philosophies to rethink regional integration schemes in Latin America. Using the EU as a benchmark, it asks why efforts to establish an overarching regional governance framework in Latin America have been less successful than in Europe and what alternatives could foster peace, stability, and social and economic development. The study adopts a comparative approach: the EU’s evolution from the EEC into a political and economic union with a single market and rule-of-law norms is juxtaposed with waves of Latin American regionalism and initiatives such as MERCOSUR, UNASUR, CELAC, ALBA, and the Pacific Alliance. The theoretical framework integrates Liberal Intergovernmentalism (to explain state-driven bargaining and integration) and Deutsch’s Security Communities (conditions for durable peace and mutual trust), supplemented by the Ecuadorian ontology Buen Vivir/Sumak Kawsay, which centers social, cultural, and environmental dimensions. Through discussion of Deutsch’s nine background conditions and cross-regional comparison of institutions, community-building, processes, and national cultures, the thesis aims to formulate an ideal, context-sensitive model for regional integration tailored to Latin American realities. Denne afhandling undersøger, hvordan Europas integrationsproces kan kombineres med lokale latinamerikanske filosofier for at gentænke regionale integrationsordninger i Latinamerika. Med EU som benchmark søger afhandlingen at forstå, hvorfor forsøg på at skabe et overordnet regionalt styringsniveau i Latinamerika har været mindre succesfulde end i Europa, og hvilke alternative tilgange der kan fremme fred, stabilitet samt social og økonomisk udvikling. Analysen bygger på en komparativ tilgang: EU’s udvikling fra EKSF/EØF til en politisk og økonomisk union med fælles marked og retsstatsprincipper holdes op mod bølger af latinamerikansk regionalisme og initiativer som MERCOSUR, UNASUR, CELAC, ALBA og Stillehavalliancen. Teoretisk kombineres Liberal Intergovernmentalism (til at forklare statsdrevne forhandlings- og integrationsprocesser) med Deutschs teori om sikkerhedsfællesskaber (forudsætninger for varig fred og gensidig tillid), suppleret af den ecuadorianske ontologi Buen Vivir/Sumak Kawsay, som bringer sociale, kulturelle og miljømæssige hensyn i centrum. Gennem en drøftelse af Deutschs ni baggrundsbetingelser og en sammenligning på tværs af institutioner, fællesskabsdannelse og nationale kulturer søger afhandlingen at formulere en idealmodel for regional integration, der er tilpasset latinamerikanske realiteter.
