Projektet undersøger, hvordan myndighedssocialrådgivere fastsætter samvær mellem anbragte børn og deres forældre i lyset af Barnets Lov og et øget fokus på børns rettigheder og inddragelse. Udgangspunktet er, at mange børn og unge ikke oplever sig tilstrækkeligt inddraget i sagsbehandlingen, samtidig med at fastsættelsen af samvær rummer dilemmaer om omfang, varighed og vilkår, især når barnets ønsker skal vægtes over for andre hensyn. Empirien bygger på en vignetundersøgelse kombineret med et fokusgruppeinterview med socialrådgivere for at afdække, om vurderingerne varierer i samme sag, hvilke oplysninger der lægges til grund, og hvilke praksisdilemmaer der opstår. Teoretisk inddrages perspektiver på børnesyn, børneinddragelse og tilknytning. Fundene peger på betydelige variationer i socialrådgivernes skøn i identiske cases, bl.a. fordi de vægter forskellige oplysninger og anlægger forskellige perspektiver, samt at fastsættelsen opleves kompleks, særligt i relation til at inddrage barnets stemme. Afslutningsvis peger projektet på anbefalinger til socialfaglig ledelse om, hvad der kan styrke kvalificeringen af arbejdet med samvær.
This project examines how statutory social workers determine contact between children in out-of-home care and their parents in the context of Denmark’s new Children’s Act and a stronger emphasis on children’s rights and participation. It starts from evidence that many children and young people do not feel adequately involved in casework and recognizes the dilemmas in setting the scope, duration, and conditions of contact, particularly when balancing the child’s wishes against other considerations. The empirical approach combines a vignette study with a focus group interview with social workers to explore whether assessments differ in the same case, what information is prioritized, and which practice dilemmas arise. The analysis is informed by perspectives on children’s views, child involvement, and attachment theory. Findings indicate substantial variation in professional judgments across identical cases—linked to differing prioritization of information and perspectives—and highlight the overall complexity of decisions, especially around incorporating the child’s voice. The project concludes with recommendations for social work leadership on how to strengthen practice in this area.
