Abstract
This thesis examines how migrant integration is discursively and politically constructed in the Danish Employment Reform 2025, with particular attention to the growing emphasis on labour-market participation and employment obligations. While existing scholarship typically understands integration as a multidimensional process encompassing economic, social, cultural, linguistic, and civic dimensions, contemporary activation and welfare policies increasingly link integration to employment, self-reliance, and individual responsibility. The thesis addresses the limited research on how these meanings are produced and contested within the political and institutional discourse surrounding the reform by asking two questions: first, how the policy discourse of integration shifts from a multidimensional understanding towards an employment-centred construction, and second, how parliamentary debates between Danish political parties contribute to constructing and challenging this shift. Methodologically, the study adopts a qualitative, interpretive research design and applies Laclau and Mouffe’s Discourse Theory to five interconnected data sources: the political agreement, the Expert Group Report, the legislative proposal, parliamentary debates, and KL’s municipal implementation material. The analysis focuses on nodal points, chains of equivalence, floating signifiers, subject positions, chains of difference, and hegemonic logics. The findings show that employment functions as a central nodal point through which integration is articulated and linked to self-reliance, responsibility, contribution, participation, and belonging. As a result, the reform privileges the active, employable, and self-supporting newcomer, while welfare dependence and inactivity are constructed as contrasting and less desirable positions. At the same time, parliamentary debates both reinforce and contest the framing of integration primarily through employment, illustrating how the labour market becomes the main arena and object of struggle for defining the overarching aims of integration policy.
