Abstract

This project examines what freedom means in political theory and in the public debate about video surveillance. We draw on classical views from John Locke and Thomas Hobbes. We also use three modern ideas of freedom: negative freedom (freedom from interference), positive freedom (capacity and resources to act), and republican freedom (freedom as non-domination). Using these lenses, we show how different discourses of freedom take shape in debates on video surveillance. Our analysis finds that political parties do not always align with their traditional ideologies and form new allies across the political spectrum. To add nuance, we also include an analysis of the NGO Justitia.
