Abstract

This thesis examines why and how China’s Global Security Initiative (GSI) can be understood as a potential pathway toward a Chinese world order. It situates the GSI as an extension of the vision of a community with a shared future for mankind and analyzes the initiative through three theoretical lenses: the All Under Heaven idea within culturalist theory, constructivism, and moral realism. As an empirical illustration, it considers China’s 12-point peace proposal for the Ukraine–Russia war. Across these perspectives, the study explores how the GSI’s emphasis on mutual respect, openness, inclusiveness, state sovereignty, and win–win cooperation could help China align a proposed security framework with its cultural values, national identity, and strategic interests, while contributing to norm-building in global security governance. The analysis suggests that the GSI offers China a way to cultivate partnerships, project a peaceful image, and address conflicts through dialogue; in the Ukraine case, the initiative is presented as a basis for encouraging negotiations and peaceful settlement.
