Abstract

This thesis examines why China should focus on building discourse in the global contest shaped by digital globalization. COVID-19 has accelerated the digital economy and data flows that are reshaping trade, governance, and everyday life, but digital globalization also inherits inequalities from the capitalist world-system and widens a North–South digital divide. The study uses world-systems theory, social constructivism, and securitization theory to analyze power structures, global games, and how narratives of a “China threat” are constructed and securitized. It discusses China’s expanding digital economy, the rise of domestic internet giants, and digital infrastructure under the Belt and Road Initiative as elements of a new phase of globalization. Against this backdrop, the thesis argues that beyond hard power, China needs to build discourse power to counter inequality and securitization and to shape rules and norms in digital globalization.
