Abstract

This thesis examines who talks about electric mobility in Munich and how it is promoted, against the backdrop of car-dependent urban development and the need for sustainable mobility. Addressing a gap in the literature, it analyzes the discursive strategies used by politicians, city administration and public planners, the automotive industry, and other stakeholders. The study employs a qualitative case study using argumentative discourse analysis and interviews. It identifies three main storylines: electric mobility as (1) a means to support multimodality, (2) a solution to environmental problems, and (3) a green growth intervention. These storylines are connected to broader discourses on climate change, green growth, and smart cities, illustrating how technocratic perspectives have become embedded and institutionalized in local policymaking. By linking these findings to a technocratic planning paradigm, the thesis discusses the contribution of electric mobility to sustainable mobility in Munich, concluding that its impact will depend on the direction of the debate between individual motorized mobility and alternative modes of transport.
