Who has the right to the neighbourhood? - A case study of the revitalization of Grønlandskvarteret

Abstract

This report investigates gentrification in social housing through revitalization, in a socially bur-dened suburban neighbourhood called Grøn-landskvarteret in the city of Aalborg, Denmark. The main research question the project seeks to answer is how the historical development of the neighbourhood has affected the current reputa-tion of the neighbourhood, and whether the revi-talization of the neighbourhood will lead to gen-trification. In order to answer the first part of the research question, a document analysis of the historical development in the neighbourhood has been conducted. This has been done by looking at how the neighbourhood has been articulated in local newspapers from 1960-2020. To investigate the current reputation, local residents have been interviewed with the purpose of investigating their perception of the neighbourhood. To answer the second part of the research question, scenario building as a technique has been used, to create four different scenarios of how the future may look for Grønlandskvarteret based on the critical uncertainties high/low rent and good/bad reputa-tion, which have been determined through a theo-retical framework about the concept of gentrifica-tion, the document analysis and the interviews with residents. The research concludes that the bad reputation the neighbourhood got in the 1970’s still affects the perception of the neigh-bourhood today. As some early signs of gentrifica-tion can already be seen in the neighbourhood, it is furthermore concluded, that the two scenarios most likely to happen may both lead to gentrifica-tion in different ways.
