This thesis examines the processes of implementing a specific welfare technology—an assistive eating device—in collaboration with the Skovhuset elderly care network in Hillerød Municipality and a municipal department, situated within Denmark’s national Digital Welfare Strategy 2013–2020 aimed at empowerment, independence, and efficiency. The study asks how conditions and heterogeneous networks across care providers, the municipality, and state agencies shape implementation, whether tensions arise between national promises and local visions, and whether established tools such as the Danish Technological Institute’s Welfare Technology Evaluation (VTV) can support scaling.
