Abstract

Mapping densely populated informal settlements is challenging, and information gaps can delay decisions. This thesis develops a Volunteered Geographic Information (VGI) prototype for slum data collection, informed by Participatory GIS (PGIS) and community mapping. Using Petare in Caracas, Venezuela, as a case study, the work includes a review of VGI/PGIS for slum upgrading, the design and implementation of a web application with map, database, and server- and client-side components that enable residents to report local conditions, and a survey with a partner community organization to assess map use, priority issues (e.g., security, waste, green areas, lighting, urban furniture), the ability to locate them on a map, and willingness to contribute anonymously. A comparison with platforms such as Wikimapia highlights data gaps, including missing categories relevant to everyday problems (e.g., waste). Initial results indicate interest in a platform to visualize community issues, perceived usefulness of thematic maps, and the feasibility of collecting place-based reports from residents. The prototype and workflow are presented with discussion and directions for future development, underscoring the potential of VGI to support evidence-informed action in data-scarce urban settings.
