Specialet undersøger, hvorfor og hvordan to danske kommuner—Aarhus og Ringkøbing-Skjern—engagerer sig i EU, med udgangspunkt i europæiseringslitteraturen. Formålet er at afdække, hvad der sætter kommunernes EU-arbejde i gang og driver det videre: eksternt tilpasningspres fra EU’s politikker og institutioner eller interne motivationer, samt hvilke organisatoriske og institutionelle forhold i kommunerne der former indsatsen. Teoretisk kombineres et top-down og bottom-up europæiseringsperspektiv med rationel og sociologisk ny-institutionalisme, herunder begreber som policy- og institutionelt misfit samt medierende variable. Empirisk bygger studiet på kvalitative casestudier med dokumentanalyse og dybdegående interviews med repræsentanter fra de to kommuner, Kommunernes Landsforening og Central Denmark EU Office i Bruxelles. Analysen peger på forskellige drivkræfter: Aarhus Kommune søger international profilering gennem EU og bruger Unionen som scene, mens Ringkøbing-Skjern Kommune primært anvender EU som problemløser i forhold til lokale udfordringer. På tværs af cases spiller forandringsagenter i kommunale administrationer en central rolle for at igangsætte og fastholde EU-engagementet, mens det politiske niveau i høj grad er fraværende. Specialet bidrager med ny empirisk viden om subnationale aktørers EU-engagement og underbygger ny-institutionelle forklaringer på samspillet mellem top-down og bottom-up europæisering.

This thesis examines why and how two Danish municipalities—Aarhus and Ringkøbing-Skjern—engage with the European Union, situated within the Europeanization literature. The aim is to identify what initiates and sustains municipal EU engagement—external adaptation pressures from EU policies and institutions or internal motivations—and which organizational and institutional features inside the municipalities shape that engagement. The framework combines top-down and bottom-up Europeanization with rational and sociological new institutionalism, including concepts such as policy and institutional misfit and mediating variables. Empirically, the study draws on qualitative case studies using document analysis and in-depth interviews with representatives from the two municipalities, Local Government Denmark, and the Brussels-based Central Denmark EU Office. The analysis shows different drivers: Aarhus Municipality seeks international profiling through the EU and uses the Union as a stage, whereas Ringkøbing-Skjern Municipality primarily uses the EU as a problem-solver for local challenges. Across cases, change agents within municipal administrations are pivotal in initiating and sustaining EU engagement, while the political level is largely absent. The thesis contributes new empirical insight into subnational engagement in the EU and supports institutionalist explanations of the interplay between top-down and bottom-up Europeanization.
