Abstract

Byer står i dag over for komplekse udfordringer som økonomisk udvikling, social segregation og klimaforandringer. I den sammenhæng er begrebet resiliens blevet populært, men det er stadig uklart og teoretisk. I 2013 lancerede Rockefeller Foundation netværket 100 Resilient Cities (100RC) for at omsætte resiliens til praktiske redskaber, der kan gøre byer bedre forberedt på fremtiden. Vi bruger Vejle, der er partner i netværket, som case for at undersøge, hvordan resiliens har påvirket den lokale planlægning. Med Actor-Network Theory (ANT) og dens translationsmodel som analytisk ramme finder vi, at 100RC’s forståelse af resiliens fremmer en mere helhedsorienteret og proaktiv tilgang til byplanlægning. For Vejle ligger den centrale værdi i at være del af et globalt netværk, hvor innovationer afprøves, bedste praksis deles, og hvor byen får støtte og vejledning til at udvikle en Resilience Strategy (resiliensstrategi), der kortlægger udfordringer og vurderer byens evne til at håndtere dem. Vi ser også, at resiliens ikke har et bestemt fysisk udtryk; ideerne viser sig i planlægningsredskaber og bidrager til at profilere Vejle. Arbejdet er dog stadig i en tidlig fase.

Cities today face complex challenges, including economic development, social segregation, and climate change. In this context, the idea of resilience has gained attention, but it remains theoretical and ambiguous. In 2013, the Rockefeller Foundation launched the 100 Resilient Cities (100RC) network to turn resilience into practical tools that help cities prepare for the future. We use Vejle in Denmark, a member of this network, as a case to examine how resilience has influenced local planning. Using Actor-Network Theory (ANT) and its translation model as our analytical lens, we find that the 100RC concept of resilience encourages a more holistic and proactive approach to urban planning. For Vejle, the core value of 100RC is access to a global network where innovations are tested, best practices are shared, and the city receives guidance to develop a Resilience Strategy that maps challenges and assesses its capacity to address them. We also find that resilience is not a single physical project; its ideas appear in planning tools and help raise Vejle's profile. However, these changes are still at an early stage.
