Abstract
This thesis examines how urban governance shaped the redevelopment of a former industrial brownfield into the new Lisbon district Parque das Nações, and the implications of that governance. It addresses three themes: the rationale for brownfield regeneration; governance during the development process; and the outcomes and gaps observed. The analysis is based on literature review and interviews. The study highlights the importance of reintegrating such sites into the urban system, the interactions among stakeholders and the decisions involved in delivering a large-scale urban development project, and presents a new state-led urban development practice in Portugal. The conclusion underscores the project's success and national impact, while acknowledging negative outcomes and the fact that it was entirely developed by the State.
Denne afhandling undersøger, hvordan urban governance har påvirket udviklingen af den nye bydel Parque das Nações i Lissabon gennem omdannelsen af et tidligere industriområde (brownfield), og hvilke konsekvenser denne styring har haft. Tre temaer behandles: begrundelsen for brownfield-regenerering, governance i selve udviklingsprocessen samt de konkrete udfald og identificerbare mangler. Analysen bygger på litteraturstudier og interviews. Afhandlingen belyser behovet for at reintegrere sådanne områder i byens system, samspillet mellem aktører og beslutningerne i gennemførelsen af et storstilet byudviklingsprojekt, og beskriver en ny statslig praksis for byudvikling i Portugal.
