Abstract
This thesis investigates how cities can enable transitions to sustainable consumption practices in response to large and rising consumption-based emissions in high-income urban contexts. Using social practice theory, we analyze current, planned, and proposed city-level initiatives to curb consumption-related impacts and link this to a discussion of what sustainability means for consumption and the scope of city governance. The work draws on a literature review, interviews, reviews of climate plans and circular strategies, and citizen surveys, supported by synthesis tools such as affinity diagrams and an objective tree. The analysis highlights the limitations of narrowly climate- and circular economy–scoped approaches and argues for broader, stronger sustainability perspectives. A practice-oriented lens shifts attention from individual choices to socially shared practices as targets for intervention. The design outcome is an inspiration catalogue with ambitions, initiatives, and recommendations across categories and for food and consumer goods, to support cities in reducing consumption and related impacts and emissions.
