Abstract
The circular economy aims to keep materials and products in use for longer and to reduce waste. Interest in this topic is growing in both research and practice. Many cities are trying to become more circular but face policy and governance challenges, including setting a clear strategic vision and building systems to measure whether actions are working. This study examines the City of Copenhagen as a concrete case to assess its work on the circular economy and to explore whether strategic urban planning can accelerate the transition. The research question is: How could strategic urban planning at the city level accelerate a transition toward a circular economy in Copenhagen? The purpose is to analyze policy and governance perspectives, apply a strategic urban planning approach to current efforts, and offer recommendations for moving toward a more circular city.
Den cirkulære økonomi handler om at holde materialer og produkter i kredsløb længere og reducere affald. Emnet får stadig mere opmærksomhed i forskningen og i praksis. Flere byer vil være mere cirkulære, men de møder politiske og styringsmæssige udfordringer, blandt andet at formulere en tydelig strategisk retning og opbygge systemer til at måle, om indsatserne virker. Dette studie undersøger Københavns Kommune som en konkret case for at vurdere, hvordan byen arbejder med cirkulær økonomi, og om strategisk byplanlægning kan fremskynde omstillingen. Forskningsspørgsmålet er: Hvordan kan strategisk byplanlægning på byniveau accelerere overgangen til cirkulær økonomi i København? Formålet er at analysere politik- og governance-perspektiverne (hvem sætter retningen, og hvordan koordineres indsatser), anvende en strategisk planlægningstilgang på de nuværende tiltag og give anbefalinger til den videre overgang mod en mere cirkulær by.
