Abstract

This thesis examines transitional justice through reparations by evaluating the International Criminal Court’s (ICC) Trust Fund for Victims (TFV) in Northern Uganda. Drawing on the Rome Statute’s shift from a purely retributive to a more restorative orientation and the TFV’s dual mandate—to implement court-ordered reparations and to deliver assistance funded by voluntary contributions—the study assesses the extent to which the TFV helps close the justice gap for victims of the LRA conflict. The main research question asks how effective the TFV has been in addressing justice for victims in Northern Uganda, with sub-questions on how the TFV has been applied, whether it has fulfilled its mandate, and what implementation gaps persist. The thesis outlines a research strategy covering methodology, data collection, target group, sampling and limitations, and develops a theoretical framework on retributive, restorative and reparative justice alongside the ICC’s engagement in Uganda. Specific findings and analysis appear in later chapters and are not included in this excerpt.
