Abstract
The Arctic has become a political focal point where Indigenous Peoples’ traditional and local knowledge (TLK) holds potential to inform responses to climatic, environmental, and social change. This thesis examines how TLK is communicated and recognized in the national Arctic strategies of eight Arctic States and within the Arctic Council. Using thematic analysis of strategies and Council documents, guided by hypotheses drawn from realism, liberalism, and agenda-setting and framing theory, the study identifies the dominant communication themes. Findings indicate that whether a strategy is liberal or realist in orientation does not determine the inclusion of TLK; framing and representation matter more. National strategies most often frame TLK under the theme of strengthening science and research. Within the Arctic Council, TLK has evolved from being housed in a single working group to being broadly acknowledged across all groups, with the Sustainable Development Working Group as a primary venue due to institutional and framing factors. Despite this prominence, Indigenous representatives still find the process challenging, particularly due to inconsistent naming and definitions, which contributes to TLK’s contested character.
