Abstract
Specialet undersøger fysisk planlægning i Danmark med fokus på det regionale niveau – det lag, der falder mellem de lovbundne planrammer og går på tværs af administrative grænser. Mange nutidige udfordringer, som tiltagende urbanisering, affolkning af landområder, klimatilpasning og stigende havniveau, rækker ud over byernes og kommunernes grænser og kræver samarbejde i større landskaber. I Danmark har strukturreformen fra 2007 efterladt regionerne med begrænset planmyndighed, hvilket skaber et tomrum mellem stat og kommuner. Specialet peger på uudnyttede potentialer i dette mellemrum og udvikler et nyt regionalt perspektiv med udgangspunkt i Limfjorden og det omkringliggende område i Nordjylland, benævnt Limfjordslandet i Limfjordsregionen. På baggrund af litteraturstudier, interviews, casestudier og stedanalyser præsenteres en kystlandsstrategi – en samlet tilgang til fjordlandskabet og dets lokalsamfund. Hovedpointen er, at regioner ikke kun bør planlægges gennem regler, men også designes: aktivt formgives med udgangspunkt i rumlige forestillinger – fælles billeder af mulige fremtider – og fælles fortællinger, der kan guide beslutninger og handlinger på tværs af grænser.
This thesis examines spatial planning in Denmark with a focus on the regional level—the layer that sits between statutory planning frameworks and stretches across administrative boundaries. Today’s challenges, including accelerating urbanization, depopulation of rural areas, climate adaptation, and sea-level rise, extend beyond city and municipal borders and call for coordination at larger landscape scales. In Denmark, the 2007 structural reform left regions with limited planning authority, creating a gap between national and municipal planning. The thesis identifies untapped potential in this gap and develops a new regional perspective using the Limfjord and its surrounding area in Northern Jutland—referred to as Limfjordslandet within Limfjordsregionen—as a case. Drawing on literature reviews, interviews, case studies, and site analyses, it proposes a coastland strategy: a coordinated approach to the fjord landscape and its communities. The central argument is that regions should not only be planned through rules but also designed—actively shaped—and that this designing should include spatial imaginaries, meaning shared pictures of possible futures, and common narratives to guide decisions and actions across boundaries.
