Abstract
This thesis examines how national and regional tourism strategies in the Netherlands are intended to address regional social and economic challenges, and the extent to which these strategies complement each other and related policy domains. Using a pragmatic, qualitative design that combines in-depth interviews and conceptual mapping, the study develops a contextual understanding of how actors perceive and make strategies. Framed by a social complex systems perspective, the analysis finds that the governments studied mainly view tourism as a provider of jobs and local facilities and as a way to maintain or strengthen regional economic and social conditions. Integration across government levels and sectors is shaped by practical factors such as funding, but above all by the mindset of the people involved. When integration fosters mutual engagement and shared values and objectives, it can produce complementary strategies with the potential to be more effective and efficient and thus more likely to deliver desired outcomes. Although outcomes cannot be predicted, understanding the dynamics of strategy making can improve the prospects of achieving policy goals.
