Abstract

Dette speciale undersøger, hvorfor Danmark har valgt at digitalisere den offentlige sektor, og hvordan forskellige forståelser af begrebet “digitalisering” er opstået. Med etnografiske metoder—feltarbejde på konferencer, interviews og litteraturstudier—undersøger vi, hvordan digitalisering omtales og formes i en dansk kontekst. Vi talte med centrale institutioner som styrelser, kommuner og private virksomheder, der udvikler datamodeller til det offentlige. Med teknoantropologiske greb (studiet af samspillet mellem mennesker og teknologi) analyserer vi, hvordan begrebsforvirringer opstår, og hvordan nøglepersoner taler om og prioriterer offentlig digitalisering. Den indsamlede empiri danner grundlag for en dybdegående analyse af, hvordan digitalisering i den offentlige sektor har udviklet sig. Specialet præsenterer feltet gennem tre kapitler, der hver belyser, hvordan digitalisering forstås på forskellige niveauer i dansk offentlig digitalisering. Ved at kortlægge forskellige aktørgruppers forståelser og de teknologier, der understøtter dem, undersøger vi, hvorfor og hvordan digitalisering gennemføres i Danmark.

This thesis examines why Denmark has chosen to digitize its public sector and how different understandings of “digitization” have taken shape. Using ethnographic methods—fieldwork at conferences, interviews, and literature studies—we investigate how digitization is discussed and formed in a Danish context. We spoke with key institutions such as government agencies, municipalities, and private companies that develop data models for the public sector. Drawing on techno-anthropological approaches (the study of how people and technology interact), we analyze how conceptual ambiguities arise and how central figures discuss and prioritize public-sector digitization. The empirical material underpins an in-depth analysis of how digitization has developed in the public sector. We present the field through three chapters, each illuminating how digitization is understood at different levels of Denmark’s public digitization. By mapping the understandings of different actor groups and the technologies that support them, we explore why and how digitization is pursued in Denmark.
