Arbejdet med asylbørns mistrivsel: En institutionel etnografisk inspireret undersøgelse om håndteringen af asylbørns mistrivsel

Abstract

Der har de sidste par år været et stort politisk fokus på asylbørns trivsel. Studier har vist, at børn og unge med flygtninge- og asylbaggrund i højere grad mistrives end jævnaldrende danske børn. På trods af dette bliver asylbørn overset i kommunerne. Formålet med dette speciale er at undersøge, hvordan de ansatte håndterer asylbørns mistrivsel på asylcenter X, og hvilke præmisser der ligger til grund for håndteringen. Dette er blevet undersøgt gennem et casestudie med en institutionel etnografisk inspireret tilgang. Casen tager udgangspunkt i tre informanter fra et asylcenter. Hertil er citater blevet operationaliseret ved hjælp af begreber fra Edgar H. Scheins organisationskulturteori, Pierre Bourdieus habitus- og feltbegreb, og Michael Lipskys Street-level bureaukratiteori. Udover de nævnte teorier har specialet inddraget andre teorier og begreber i analysen som findes relevante, idet specialet har en eksplorativ tilgang. Der kan på baggrund af analysen konkluderes, at de ansatte på det undersøgte asylcenter håndterer arbejdet med asylbørnenes mistrivsel gennem fællesskab og samarbejde på asylcenter X. Hertil bliver alle de aktører og systemer som asylbarnet interagere med undersøgt og inddraget for bedst muligt at kunne målrette indsatsen. På asylcenter X eksistere der værdier som respekt, tillid, mening, samt normer om at samarbejde og fællesskab er forudsætning for at finde frem til gode løsninger. Disse fungere alle som præmis for arbejdet på asylcenter X. Derudover blev der fundet frem til translokale præmisser, der knytter sig til politiske og juridiske bestemte rammer, som ligeledes styrer de ansattes håndtering i arbejdet.

The last couple of years, there has been a large political focus on asylum children’s welfare. Studies have shown that children and young with a refugee and asylum background have a lower chance to thrive than their Danish peers. Despite this asylum children gets overlooked in the municipalities. The purpose of this thesis is to examine how the employees handle the children’s failure to thrive on asylum centre X, and what premises that forms the base of the handling. This has been done through a case study with an institutional ethnography inspired approach. The case is bases on three informants from asylum centre X. Quotes have been operationalised using concepts from Schein’s organisational culture theory, Bourdieu’s habitus and field concept, and Lipsky’s Street-level Bureaucracy theory - besides the mentioned theories this thesis explorative approach has resulted in the use other theories and concepts in the analysis which were found to be relevant. Bases on the analysis it is concluded that the employees on the chosen asylum centre handles the work with asylums children’s failure to thrive through companionship and cooperation on asylum centre X. In order to do so all the actors and systems the asylum child interacts with has been examined in order to direct the effort in the best possible way. On asylum centre X there exists values such as: respect, trust, opinions, with norms of cooperation and a sense of community is the basis of arriving at good solutions. These function as a premise of work on asylum centre X. Other than that, there was found a series of trans local premises related to political and legal framework, that control the employees handling in their work.
