Abstract
Russia used its economic leverage directly in negotiations with Ukraine, notably by invoking Ukraine’s $3.5 billion debt for natural gas imports. In contrast, Western governments sought to maintain and expand their influence through political and institutional offers, especially potential steps toward integration with the European Union and NATO. These approaches were received unevenly within Ukraine: many people in the western regions welcomed them, while attitudes in the eastern regions were more skeptical and at times openly hostile.
