Abstract
This thesis starts from the observation that multilateral climate negotiations have delivered limited impact and examines a polycentric approach that pursues cooperation across multiple levels, including bilateral agreements. It explores how the EU can contribute through Joint Partnerships, focusing on the EU–China climate partnership launched in 2005, to assess whether similar partnerships with other countries could strengthen cooperation. The study uses a policy analysis guided by the policy cycle to examine agenda setting, design, implementation, and outcomes, and applies neoliberal institutionalism and green theory to interpret the findings. The case shows some progress, notably reductions in energy intensity, but also persistent obstacles, including external economic and political interests and weak enforcement, which make cooperation fragile. Overall, the analysis suggests that Joint Partnerships can be a promising tool within a polycentric strategy, provided key shortcomings are addressed to improve effectiveness and durability.
