Abstract

This thesis examines how publicly supported incubators can be designed and evaluated more effectively amid persistent uncertainty about their impact. Using a conceptual approach, it integrates entrepreneurship and organization theory with Davidsson’s levels of value creation and Adner’s value aggregator to clarify the rationale for public intervention in the presence of market failure. A comprehensive review of incubator and accelerator research highlights methodological weaknesses, notably the lack of credible counterfactuals and limited benchmarking and continuous improvement. In response, the thesis proposes the Learning Incubator framework: a cohort-based, time-bound program that introduces random selection at the final stage to create control groups and reduce bias, and embeds organizational learning and experimentation to drive iterative improvements and produce more reliable impact evidence.
