Abstract
The report examines the development of the concept of energy in the built environment, with the Building Regulations serving as the institution used to support the institutional research framework. Through a historical perspective, the study analyzes the progression from the first national Building Regulations in 1961 to the present day. This period marks a transformation of Danish building regulations and the introduction of energy as a central focus area. The report applies institutional theory and Greenwood’s model for institutional change as its theoretical foundation. This framework is used to analyze how institutional dynamics, and the actions of actors have supported the implementation of energy-related initiatives and driven changes in the practices embedded within the Building Regulations. The report explores how institutional logics and strategic institutional work have been critical in advancing energy and sustainability as core elements of Danish construction practices. Additionally, it highlights how shifting political priorities and international events have shaped the development and created a framework that continues to influence energy and sustainability practices reflected in today’s built environment. The report demonstrates that the Building Regulations have played a pivotal role in regulating and standardizing practices related to energy and sustainability, reflecting both national political priorities and international commitments
