The Impacts of Events on Local Community. Case: City of Tallinn

Abstract

This thesis assesses the extent to which impacts perceived by local residents in Estonia align with event organizers’ intended outcomes, and examines how destination marketing organizations (DMOs) view event tourism in Tallinn and use events in destination development. A mixed-methods approach combined resident questionnaires with interviews of organizers and a DMO, complemented by two existing studies on the Estonian Song and Dance Festival and the economic impacts of sport and cultural events. The analysis indicates overall consistency between residents’ perceived impacts and organizers’ aims, with some differences that did not negatively affect either side, and shows that DMOs mainly use events to promote the destination. Collaboration among parties is generally good but could be improved, with occasional conflicts such as political differences and divergent needs. The relationship between culture and events suggests that many Tallinn events draw on local culture to attract visitors without troubling residents or changing the nature of the events or the culture. The findings offer practical value for organizers and DMOs by highlighting weaknesses and actions to improve planning and increase benefits for all stakeholders.
