Abstract
On March 19, 2011, the UN Security Council adopted Resolution 1973, authorizing international action to protect civilians in Libya. France, working with the United Kingdom, led calls for concrete measures against the Gaddafi regime, which violated human rights after protests began on February 16, 2011 in Benghazi. This thesis examines French policy from the start of the protests to the approval of the resolution and analyzes the steps that led toward military intervention. It explores the reasons French leaders presented to press the international community, focusing on security arguments that framed the situation as an urgent security issue. The study uses the Copenhagen School of security studies as its analytical framework, including the idea of securitization—how political actors present an issue as a security threat to justify exceptional measures. The aim is to clarify the decision-making process and the role of actors who define and authorize security issues.
