Abstract

This study examines the effect of training delivered by the EkoLogika project across 60 public catering units in Aalborg Municipality in the context of implementing public organic procurement policies. Using a document study drawing on qualitative and quantitative materials collected by EkoLogika (including questionnaires and interviews) and analyzed through practice theory and governance theory, the study explores how staff were affected and whether the training created value in everyday practice. Findings indicate increased job satisfaction and enhanced knowledge of work practices among participants, along with a general increase of 27.85% in the organic kitchen share. The discussion highlights that implementation success hinges on employee engagement and competence and recommends a bottom-up approach to support sustainable change. The study offers insights that can inform practitioners and policymakers seeking to improve the implementation of organic procurement policies.
