Abstract
Denne afhandling bruger Hannah Arendts begreber Labor, Work og Action til at forstå den frustration, der kan opstå omkring ledelse i Grønlands regering. Analysen undersøger, hvordan ledelse udøves af ledere på niveauet lige under ministeren. Begreberne forklares kort: Labor er de nødvendige, daglige opgaver, der får hverdagen og organisationen til at fungere. Work er målrettede indsatser, der skal skabe et konkret resultat. Action er de ord og handlinger, der offentligt viser, hvem man er, når man træder frem blandt andre i et rum, hvor man kan blive set og hørt. Analysen viser, at frustration ikke er nødvendig, når organisationen giver mulighed for Action – når ledere kan tage initiativ, blive synlige og indgå i meningsfulde fællesskaber. Omvendt er frustration uundgåelig, hvis der ikke er klare mål, og hvis der mangler et rum for fremtræden.
This thesis uses Hannah Arendt’s concepts of Labor, Work, and Action to understand frustration around leadership in the Government of Greenland. It examines how leadership is exercised by leaders at the level just below ministers. In brief: Labor refers to necessary, day-to-day tasks that keep things running; Work means purposive efforts aimed at a concrete outcome; Action is speaking and acting in public ways that reveal who a person is among others, in a space where people can be seen and heard. The analysis finds that frustration is unnecessary when the organization allows for Action—when leaders can take initiative, be visible, and engage with others. By contrast, frustration is inevitable if goals are unclear and there is no space for appearance.
