Abstract

This thesis investigates how mediation in urban planning can be understood as a creative activity. Drawing on a bounded concept of creativity and on collaborative and communicative planning theories, it develops an analytical framework that highlights dialogue and negotiation as core processes. The framework conceives creativity as the targeted application and expansion of knowledge and emphasizes the cultivation of a creative mindset among participants. Methodologically, the work first conducts a theoretical analysis that combines planning theory and creativity scholarship, and then applies this lens to a case study of mediation in practice to examine how facilitation, dialogue, and negotiation lead to shared outcomes. The theoretical analysis suggests that the mediator is not primarily the creative actor but a facilitator of a creative process, with negotiation functioning as the creative arena and dialogue preparing participants by fostering a creative mindset.
