This thesis investigates why the Taliban were able to re-emerge in Afghanistan after being defeated in 2001. It examines the underlying causes and processes—the causal mechanisms—that made their return possible. Afghanistan moved to the center of international political debate after the United States announced the "war on terror" in October 2001, initially with support from the United Kingdom, Canada, and Australia and later from other ISAF (International Security Assistance Force) countries.
