Abstract
Since Lithuania began negotiating to join the European Union, the issue of foreigners buying agricultural land has been at the center of public and political debate. This thesis examines how land and land law are defined and applied in Lithuania and outlines the legal restrictions that affect purchases by residents of EU member states. It also reviews the positions of politicians and other actors to address a central question: What problems lie behind Lithuania’s ban on agricultural land purchases by foreigners?
