Abstract

Transitionsledelse er en ny styringstilgang til bæredygtig udvikling. Den bruger en ramme i fire niveauer til at styre forandringer i socio-tekniske systemer—hvordan mennesker, teknologier og institutioner arbejder sammen—gennem processer på tværs af domæner og med mange aktører. Specialet fokuserer på en særlig type aktør, systemiske intermediærer (systemiske mellemled), og udvikler en analytisk ramme, der tydeliggør deres roller på hvert af de fire niveauer. For at gøre analysen konkret undersøges overgangen mod CO2-neutralitet i Sønderborg, hvor ProjectZero-organisationen har fungeret som systemisk mellemled. Casen viser, at transitionsledelsen har været trinvis, refleksiv og dynamisk og bygger på samarbejde, læring og innovation.
