This master’s thesis conducts a systematic review of telemedicine projects in Colombia to determine whether there are successful experiences in Latin America that are suitable for replication elsewhere in the region. The thesis frames telemedicine’s promise—delivering care across distance, reducing costs, and improving access—alongside key constraints such as limited communications and power infrastructure, low ICT adoption in the health sector, and resistance to shifting care practices. To ensure a rigorous synthesis, the research design specifies a structured search across scientific information sources and web search engines, the selection of key experts, and explicit inclusion and exclusion criteria.
