Kap Verde er i høj grad afhængig af importerede fossile brændsler til elproduktion, selv om landet har rigelige vedvarende energiressourcer. Det samme mønster ses i Praias uformelle kvarterer: De fleste husholdninger er koblet på elnettet, men systemet har store 'ikke-tekniske tab'—strøm, der produceres, men ikke bliver betalt for, for eksempel på grund af ulovlige tilslutninger, fejlbehæftede målere eller opkrævningsproblemer.
