Abstract

This thesis explores how a regional tourism strategy is put into practice locally in efforts to develop sustainable surf tourism along Denmark’s North-West Coast. It examines how VisitNordvestkysten’s 2024-2026 destination strategy, 'Et fællesskab der slår alt', is reflected in the day-to-day practices of small surf firms. Three cases are studied: Surf & Work in Vorupør, North Shore Surf in Løkken, and Surf og Natur in Hirtshals, representing different locations, business sizes, and market orientations. Using a social constructivist approach—which views understandings as shaped through social interaction—the study asks to what extent the strategy is visible in firm practices, where (mis)alignments arise between strategic ambitions and local realities, and how the strategy can be strengthened to support sustainable surf tourism. The evidence comes from four semi-structured interviews with key stakeholders: VisitNordvestkysten’s CEO and the owners of the three firms. The analysis draws on surf tourism research and is organized around four themes: surf culture, local perceptions, governance and regulation (how decisions are made and coordinated), and stakeholder collaboration. Findings show that the strategy is only partially reflected at the firm level. While the broader outdoor and nature-based tourism frame is relevant, the strategy does not fully integrate the place-specific dynamics and surf culture that shape this niche. Its growth-oriented, generalized approach often overlooks the values, practices, and constraints of small, lifestyle-oriented surf firms, leading to both alignments and mismatches between ambitions and local conditions. The thesis argues for more context-sensitive and practice-oriented governance, clearer recognition of surf tourism as a distinct subculture and place-specific phenomenon, and stronger involvement of local stakeholders in strategic processes. By identifying key areas of (mis)alignment, the study offers pointers for how VisitNordvestkysten can strengthen its strategy and better support sustainable surf tourism along the North-West Coast.
