Abstract
Byer vokser, og miljøudfordringer lægger pres på de nuværende byplanlægningsinstitutioner. Det er blevet akut at omsætte bæredygtig udvikling til konkret planlægningspraksis. Dette speciale adresserer et hul i litteraturen og undersøger, hvordan byplanlæggere gør bæredygtig byudvikling operationel gennem bæredygtighedsværktøjer og -metoder i praksis. Studiet bygger på praksiseksempler og planlæggeres fortællinger fra Københavns, Odense og Aalborg Kommuner. Det ser på, hvordan de har udformet værktøjer og arbejdsgange til bæredygtig planlægning, hvordan de er refleksive omkring deres egne valg og roller, og hvordan de navigerer i spændet mellem teori og praksis. For at nå bæredygtighedsmålene er det afgørende at udvikle en planlægningspraksis, der gør planlæggere i stand til at kommunikere og facilitere bæredygtig udvikling på tværs af aktører. Samtidig står planlæggere over for vanskeligheder med at balancere deres formelle myndighed med rollen som proces- og dialogfacilitator. De anvendte værktøjer peger på et behov for mere samarbejde og koordinering mellem aktører, fordi de nuværende institutioner ikke er fuldt gearet til idealerne i bæredygtig udvikling.
Cities are growing, and environmental challenges are straining current urban planning institutions. Turning sustainable development into everyday planning practice is now urgent. This thesis addresses a gap in the literature by asking how urban planners make sustainable urban development operational through sustainability tools and methods in practice. It examines practical cases and planners’ accounts from the municipalities of Copenhagen, Odense, and Aalborg. The study looks at how they have designed tools and workflows for sustainable planning, how they reflect critically on their roles and choices, and how they navigate the tension between theory and practice. Achieving sustainability goals requires planning practices that enable planners to communicate and facilitate sustainable development across actors. At the same time, planners struggle to balance their formal legal authority with roles as process and dialogue facilitators. The tools they use highlight a need for greater collaboration and coordination among actors, because existing institutions are not fully equipped to meet the ideals of sustainable development.
