Abstract
Kvindelig omskæring (FGM/C, female genital mutilation/cutting) er internationalt anerkendt som en krænkelse af piger og kvinders menneskerettigheder. Dette speciale undersøger, hvorfor afskaffelsen går langsomt trods veldokumenterede skader, og hvad lokale organisationer og regeringer har gjort for at stoppe praksissen. Med casestudier fra Kenya og Etiopien belyses to modstående perspektiver: menneskerettighedsuniversalisme, som mener, at visse rettigheder gælder for alle overalt, og kulturel relativisme, som lægger vægt på fællesskabers ret til at bevare kulturelle praksisser og identitet. The study finds that authorities and civil society in both countries have acted and achieved some results, but that framing FGM/C as a human-rights violation, while influential across many countries, faces criticism. These tensions help explain the slow pace of eradication.
