Abstract
Siden 2019 har danske kommuner skullet lave strategisk planlægning for landsbyer. Strategisk planlægning betyder at sætte langsigtede mål og koordinere indsatser, men den er traditionelt brugt i byer. Denne afhandling undersøger, hvordan strategisk planlægning kan begrebsliggøres og anvendes i planlægning af landdistrikter. Med en kvalitativ forsknings tilgang, der søger dyb forståelse frem for tal, bygger studiet bro mellem teori om strategisk planlægning og viden om landdistrikter for at beskrive, hvordan en strategisk tilgang kan se ud i denne sammenhæng. Et empirisk casestudie af landdistriktsplanlægning i Skive Kommune i årene 2009-2020 bruges til at afklare og konkretisere de teoretiske pointer. Ved at kombinere teori og praksis giver afhandlingen forslag til, hvordan den nuværende planlægning kan leve op til de nye krav og styrke landsbyernes livskraft.
Since 2019, Danish municipalities have been required to carry out strategic planning for villages. Strategic planning means setting long-term goals and coordinating actions, but it has mostly been used in cities. This thesis examines how strategic planning can be defined and applied in rural district planning. Using a qualitative research approach that seeks in-depth understanding rather than numbers, the study links theories of strategic planning with knowledge about rural districts to describe what a strategic approach can look like in this context. An empirical case study of rural district planning in Skive Municipality from 2009 to 2020 is used to clarify and ground the theoretical insights. By combining theory and practice, the thesis offers suggestions for how current planning can meet the new requirements and support the viability of villages.
