Abstract

Dette speciale undersøger brugen af Strategisk Miljøvurdering (SMV) i Colombias postkonfliktperiode. Sådanne perioder er ofte præget af meget hurtig udvikling og et pres for at finansiere store projekter til genopretning og genopbygning, hvilket kan medføre alvorlige miljøpåvirkninger. For at undgå udtømning af naturressourcer og opståen af nye konflikter bør indsatsen understøtte bæredygtig udvikling. SMV er et planlægningsværktøj og en tilgang til strategisk tænkning, der vurderer miljøkonsekvenserne af politikker, planer og programmer, før beslutninger træffes. Studiet identificerer de muligheder og udfordringer, der følger af postkonfliktkonteksten og af institutionaliseringen af SMV i Colombia. Målet er både at bidrage til den begrænsede forskning om SMV i postkonfliktsammenhænge, herunder den nødvendige institutionelle kapacitet, og at støtte den colombianske regering med en mekanisme til at udarbejde bæredygtige udviklingsplaner i postkonfliktkommuner gennem en aktionsforsknings-tilgang.

This thesis examines the use of Strategic Environmental Assessment (SEA) in Colombia’s post-conflict period. Such periods are often marked by very rapid development and pressure to fund large projects for recovery and reconstruction, which can lead to serious environmental impacts. To avoid depleting natural resources and the emergence of new conflicts, efforts should steer development toward sustainability. SEA is a planning tool and a form of strategic thinking that evaluates the environmental effects of policies, plans, and programs before decisions are made. The study identifies the opportunities and challenges created by the post-conflict context and by the institutionalization of SEA in Colombia. Its aims are to contribute to the limited scholarly literature on SEA in post-conflict settings, including the institutional capacity involved, and to support the Colombian government with a mechanism for developing sustainable development plans in post-conflict municipalities through an action-research approach.
