Abstract

International research shows that gentrification is not driven only by local factors: policies travel across countries, and finance has become a dominant force in urban development. Yet most discussions of the state's role are anchored in an Anglo-American context, with less attention to welfare societies. This thesis examines how urban planning in a welfare state contributes to gentrification, focusing on Copenhagen. It reviews 30 years of planning aimed at redeveloping the city, based on planning documents and interviews. The findings confirm that the state plays a central role in gentrification processes in a welfare society. The thesis also considers current state involvement in looming gentrification in the Nordvest neighborhood and discusses how planning can guide development to keep housing affordable and support a more just city.
