Solidarity in crisis: the role of security in EU policies of asylum and border control in relation with solidarity between Member States

Abstract

This thesis examines how security considerations shape institutional solidarity among EU Member States in the fields of asylum and border control. Drawing on Article 80 TFEU and policies linked to Articles 77–79, it combines EU law analysis with frame analysis to explore the current meanings attached to 'solidarity' across financial, operational, and physical mechanisms within the Common European Asylum System and in the context of the 2015 refugee crisis. The analysis finds that solidarity is increasingly framed through internal security interests, crisis and threat narratives, and preventive logics. While these measures can be understood as expressions of solidarity, their security-driven design makes fair sharing of responsibilities difficult and tends to transform solidarity into one-sided responsibility and punishment, often aimed at reducing arrivals of asylum seekers. The thesis concludes that solidarity between Member States is in crisis, limiting prospects for EU-wide political cooperation on asylum and border governance.

Afhandlingen undersøger, hvordan sikkerhedsperspektiver præger den institutionelle solidaritet mellem EU's medlemsstater på asyl- og grænseområdet. Med udgangspunkt i artikel 80 TEUF og politikker vedrørende artikler 77–79 analyseres både retslige rammer og politiske tiltag ved hjælp af EU-retlig analyse og frameanalyse. Afhandlingen konkluderer, at solidariteten mellem medlemsstaterne befinder sig i en krise, der hæmmer politisk samarbejde på asyl- og grænseområdet.
