Dette projekt undersøger, hvordan socialrådgivere håndterer relationen til borgeren i det første underretningsmøde i kommunale familieafdelinger. Baggrunden er en markant stigning i underretninger og tegn på øget mistrivsel blandt børn og unge, samtidig med at politiske reformer og udmeldinger (bl.a. Barnets Reform og forslag til Barnets Lov) sætter tydelige rammer for praksis. Det første møde kan være præget af forældres frygt og et ulige magtforhold, hvilket gør kommunikation, tillid og afdramatisering af underretningen centrale. Problemformuleringen lyder: Hvordan håndterer socialrådgiveren relationen til borgeren omkring det første underretningsmøde i familieafdelingen? This thesis examines how social workers manage the relationship with citizens during the first meeting held after a child welfare notification in municipal family services. The study is motivated by a sharp rise in notifications and indications of increased distress among children and young people, alongside political reforms and statements (including the Child Reform and proposals for a new Child Act) that set clear boundaries for practice. The first meeting is often shaped by parental fear and an unequal power dynamic, making communication, trust-building, and de‑dramatising the notification central. The research question is: How does the social worker handle the relationship with the citizen around the first notification meeting in the family department? The project adopts a hermeneutic scientific approach that foregrounds researchers’ preunderstandings and the double hermeneutic, and employs qualitative interviews to explore experiences and interactions around the first meeting. A deductive analytical strategy is outlined, together with considerations regarding informants, ethics, and data quality. The analysis focuses on how legal and political frameworks, professional authority, and communication practices shape the initial contact and the possibilities for cooperation with families.
