Abstract
Denne afhandling undersøger, hvordan kommunale myndigheder og medarbejdere, der udfører indsatser, forstår og håndterer magtanvendelse (tvang/indgreb) i Skanderborg Kommune. Undersøgelsen bygger på kvalitative interviews. Fundene tolkes hermeneutisk, dvs. med fokus på deltagernes egne betydninger og kontekster. Analysen inddrager Niklas Luhmanns systemteori til at belyse samspillet mellem organisation og kommunikation samt Michel Foucaults perspektiver på magt for at forstå, hvordan regler og praksis former handlinger.
This thesis examines how municipal authorities and frontline practitioners understand and handle the use of force/coercive measures in Skanderborg Municipality. The study is based on qualitative interviews. The findings are interpreted hermeneutically—that is, with attention to participants’ meanings and context. The analysis draws on Niklas Luhmann’s systems theory to illuminate organizational communication and on Michel Foucault’s ideas about power to understand how rules and practices shape actions.
