Abstract

Denne afhandling undersøger, hvordan Gladsaxe Kommune kan gentænke borgerinddragelse for bedre at understøtte sine bæredygtighedsvisioner og arbejdet med FN’s verdensmål. Med udgangspunkt i deltagende design, suppleret af indsigter fra byudvikling og policy, formuleres forskningsspørgsmålet: Hvordan kan vi, ved at studere Gladsaxes nuværende praksisser for borgerinddragelse, foreslå en anden tilgang, der understøtter kommunens bæredygtighedsambitioner? På grund af COVID-19 blev projektet drejet fra tæt kontakt med borgere til primært at kortlægge interne praksisser: gennem fysiske og online semistrukturerede interviews med kommunale medarbejdere (via sneboldsampling), etnografisk feltarbejde og affinitetsdiagrammer skabes et overblik over processer, selvforståelse og frontlinjemedarbejderes udfordringer. Disse indsigter kobles til litteratur om urban udvikling og styring og suppleres med cases fra andre kommuner for at identificere virksomme greb. På den baggrund udvikles forslag til Gladsaxe, der beskriver måder at engagere forskellige aktører og fastholde deres deltagelse over tid samt ledelses- og koordinationsstøtte – herunder en vidensplatform og et projektledelsesværktøj. This thesis examines how Gladsaxe Municipality can rethink citizen participation to better support its sustainability ambitions and the UN SDGs.
