Abstract
This thesis examines the new operating conditions facing Danish universities with the introduction of performance measurement and performance-based budgeting, notably the Bibliometric Research Indicator (BFI), which at Aalborg University is applied at department level and influences research funding. Focusing on the Architecture and Design Section, whose research output is below average and thus particularly exposed to these pressures, the thesis aims to formulate a research management strategy that increases publication output and quality while preserving a meaningful academic work life. It clarifies key funding mechanisms (teaching-related basic funds, external grants with a 40% overhead, and the relationship between peer review and BFI recognition) and employs a methodology that combines a theoretical study, a case study, and a focus group. On this basis, it presents actionable recommendations at management, organizational, and employee levels, including mission, vision and values; strategic management; motivation, incentives and rewards; control systems; culture and organization; team building; LEAN process improvements; competence development; and networking. The thesis is structured to foreground recommendations for professional readers while documenting methods and evidence for academic readers, and it explores how accountability tools can be leveraged to improve research quality.
