Abstract
Denne afhandling undersøger, hvordan reformer af EU’s fælles landbrugspolitik (CAP) bliver til, og hvilken rolle interesseorganisationer spiller i processen. CAP er EU’s centrale politik for landbrug og landdistrikter, og afhandlingen forklarer både de vigtigste grunde til, at reformer sker, og hvordan politikken historisk har udviklet sig i samspil med de vigtigste beslutningstagere. Den analyserer Europa-Parlamentets, Europa-Kommissionens og Rådets positioner under reformforløb og bruger udvalgte teorier om interessegruppers indflydelse til at forstå, hvordan forskellige aktører påvirker resultatet. Fremstillingen kombinerer et historisk overblik, økonomiske perspektiver, teoretiske tilgange og en konkret policyanalyse. This thesis examines how reforms to the European Union’s Common Agricultural Policy (CAP) take shape and what role interest groups play in that process. The CAP is the EU’s main policy for agriculture and rural areas. The study explains the main reasons reforms occur and traces the policy’s historical evolution in relation to the key decision-makers. It analyzes the positions of the European Parliament, the European Commission, and the Council during reform cycles and uses selected theories of interest group politics to interpret how different actors influence outcomes. The analysis brings together historical context, economic perspectives, theoretical frameworks, and concrete policy assessment. Finally, it presents, analyzes, and critically assesses the most recent reform, known as the “Greening” of the CAP, using the latest available information.
